Russia's new internet firewall (English)

I think this topic deserves a significant attention because it's actually not only about Russia. It's about how the miracle of the horizontal, decentralised and global network is under a continuous threat by those who share a mindset of vertical control and power centralisation. In my recent paper at "Voprosy Psikhologii" (hopefully, English version will come soon), I tried to argue, that Internet regulation is not only about restriction of political, cultural and social freedoms. It's also about limitation of our resilience in face of potential global existential risks. Therefore, we need to dedicate a sufficient attention to Russian case, in order to protect not only the miracle of the Internet, but also our capacity to address future crisis situations.

UPDATE 03-11-2019:

החל מ1 בנובמבר ברוסיה נכנס לתוקף חוק אינטרנט החדש. החוק מכריח להתקין ציוד תקשורת יעודי שייעבר לשלטונות לנתק את הרשתות בתוך רוסיה מהרשת הגלובלית (אינטרנט). נימוק הרשמי - הגנה מפני הסנקציות - יכולות להמשיך לספק שירותים חיוניים לאזרחים אם וכאשר השירותים שנמצאים מחוץ למדינה (למשל, Google Maps) יהיו לא זמינים.

דיון מרתק על אינטרנט כפלטפורמה להעברת מידע (חדשות, בלוגים) ואינטרנט כתשתית. האם החוק החדש פוגע בחופש הביטוי או הוא "רק" פוגע ברשת הגלובלית? האם אינטרנט הולך להתפצל או יהיו גרסאות שונות כמו גרסת אינטרנט הקיימת בסין (לכל שירות מוכר יש שם תחליף לוקלי)? מה הבדל בין Firewall הסיני ו"אינטרנט ריבוני" רוסי? האם לרוסייה יש שירותים מגבילים לשירותים הקיימים? למשל, אולי תופתעו לגלות, אבל המנוע החיפוש הכי פופולרי ברוסיה זה לא Google. גם לFacebook יש שם תחליף.
